11 teams. Are the league tiers 4-3-4? How often do teams move up/down?

So this is the problem. 11 is a difficult number to use to break up the tiers. 4-3-4 won't work as the tier with three can't have a rotation.
So I was working with 6-5.
The other option would be to do a rotation schedule since the teams are similar strength. We could have head to head matches with one team sitting out each week. But with Six weeks left, who should sit and who should not? That won't really work.
I'll need to think about a little further but I'll probably do a rotation with the three man sheet moving around more. Needless to say, you won't be play three man anymore since you have done it twice.
