Something like but not limited to:
1) you need to have played at least once.
2) if you played 50% or more then there is no penalty.
3) $5 extra charge for ever week under four. 3=$10 total entry into draft, 2=$15 total 1=$20

as far as -- and only limited to -- the draft:
are the points figures to be used just a total regardless of attendance, or possibly something like averages of performance, ie, (total points over weeks played) + n?
evidently where some top player put in just a couple weeks, regardless of how well he/she did his/her points total is going to be lower than those of a beginner who showed up each week
if averages are used then the skewness would not be quite as overwhelming

yes, that will be the case. I have already figured out the weekly average points. I am going to weight it by the number of weeks played plus have it pass the smell test.
Again, the formula will be design to deter people from manipulating the system while at the same time encouraging participation.
