I don't see why any of this should be for tier 1 only

teams move up and down

composition of teams changes from one league to the next
out of necessity composition of teams changes even during a specific league

same league same games, same league same rules

never a good idea changing rules after game starts
never a good idea to treat some different from others

all should have a say on this sort of change

have a GM and all that show up vote

if yes, implement it for next league
